The panel took the decision to buy the defenders after hearing that fraudsters were using systems whereby they were able to take money from a person's card by simply walking past them.
The purchased 500 card defenders in June and Thursday meeting heard that they had sold between 250 and 300.
Interim secretary Community Constable Gary Chrystal reported that around 180 had been sold alone from Cowdenbeath Police Station while others had been sold through the Dunfermline panel.
